District Attorney states officer had reason to believe suspect would use deadly force.

The May 2nd shooting of a suspect during a drug bust in Bend was justified. That is the ruling of District Attorney Mike Dugan. The D. A. stated that Bend police Detective Tom Brown reasonably interpreted the action of a suspect reaching into his jacket as a threatening move and acted appropriately in firing his weapon. Brown fired eleven shots. Nine hit 28-year-old Refugio Cruz-Fuentez in the chest, killing him instantly. A witness in the car told investigators she thought Cruz-Fuentez was going for a gun as well.
